Why a black box on a PDF is not redaction

Short answer: A black box only places a black shape over the text; the text itself is still in the file. Select-all and copy, search, or opening the file in another tool will often reveal it. Real redaction deletes the text, overwrites the image pixels and removes hidden data.

What happens under the black box

A PDF page is made of layered objects: text, images and vector graphics. Drawing a black rectangle with an annotation or drawing tool only adds a shape on the top layer. The text objects underneath are not deleted. The viewer hides them behind the box, but they are still in the file.

Scans are less obvious. Many scanners and OCR programs put an invisible text layer under the image so the file can be searched. Even if you paint over the characters in the image, that hidden text is still there.

5 self-tests

  1. Select all and copy: press Ctrl+A and Ctrl+C in the viewer, paste into Notepad, and see whether the sensitive content appears.
  2. Search: search the viewer for part of an ID number.
  3. Open it in another viewer: some viewers do not show annotations, and the black box simply disappears.
  4. Check file properties: the author, title or keywords may contain a name.
  5. Check earlier versions: a PDF saved incrementally may keep the version before the edit, which specialist tools can recover.

What real redaction involves

  • Delete the characters in the text layer and the hidden OCR text;
  • Overwrite the pixels in the matching area of the scanned image;
  • Remove metadata, attachments, annotations, scripts and bookmarks;
  • Rewrite the whole file, with no earlier versions kept;
  • Reopen the file after saving and check for residue.

PDF Text Replacer secure redaction does all of these steps automatically. You can also go through the pre-sharing redaction checklist item by item.

FAQ

Can I print the PDF and scan it again?

Printing and rescanning removes the text layer, but it lowers image quality, and metadata and file name issues remain. If the content under the black box is an image, it stays covered after scanning. It works, but it is a crude method.

What about blacking out text in Word and exporting to PDF?

Text under black shading or a shape in Word is still there, and it can be copied out of the exported PDF in the same way.
